The current playable town has 23 unique characters, with a release target of around 180. People have their own jobs, families, homes, businesses, assets, motivations and relationships. Stories and economic events can develop whether you are involved or not.
There are no quest markers telling you where the interesting things are. What you learn is recorded in your journal and ledger, and your knowledge can unlock new ways to interact with people.
